FSSAI License Types: Basic Registration, State & Central Explained
Basic Registration, State Licence or Central Licence? Which FSSAI category applies depends on your turnover and activity. Here is how to tell, and what each one needs.
On this page
Every food business in India needs an FSSAI authorisation — but not the same one. Pick the wrong tier and you either overpay or, worse, operate non-compliant. Here is how the three tiers work.
Quick answer
FSSAI has three tiers based on turnover and activity: Basic Registration for the smallest food businesses, a State Licence for mid-sized operators, and a Central Licence for large operators, importers/exporters and specified central-list activities. All give you a 14-digit FSSAI number, but the documents, fees and process scale up.
Basic Registration
For the smallest food business operators (FBOs) below the prescribed turnover limit — petty manufacturers, small retailers, hawkers, home kitchens and small online sellers. It is the simplest tier: basic ID and premises proofs, a modest per-year fee, and usually no inspection.
State Licence
For mid-sized FBOs above the Basic limit but within the State threshold — many manufacturers, larger restaurants, caterers, distributors and storage units. It needs heavier documentation (Form B, premises layout, a food-safety management plan, machinery list) and often a physical inspection.
Central Licence
For large operators above the State threshold, and — regardless of turnover — for importers and exporters of food, e-commerce food operators at scale, and businesses in specified central-list categories (like certain manufacturers and 100% EOUs). It is the most document-heavy tier.
How to tell which applies
- Estimate your annual turnover from food
- Check your activity — manufacturing, trading, catering, import/export
- Import/export of food almost always means Central
- Match turnover and activity to the Basic / State / Central thresholds
We map your exact position so you neither under- nor over-apply.
Validity and renewal
Every tier is issued for 1 to 5 years (you choose, and pay the corresponding fee) and must be renewed before expiry. Operating on a lapsed FSSAI is non-compliant.
Returns
Certain manufacturers and importers also file an annual return (Form D1), and some dairy units file a half-yearly Form D2 — a separate obligation from the licence itself.
Common mistakes
- Taking Basic Registration when turnover needs a licence
- Missing that import/export requires a Central Licence
- Weak premises/food-safety documentation for licences
- Letting the licence lapse before renewal
Get the tier right from the start, and your food business stays clean as it grows.

Frequently asked questions
What are the types of FSSAI authorisation?
Three tiers: Basic Registration (smallest FBOs), State Licence (mid-sized), and Central Licence (large operators, importers/exporters and central-list activities). All give a 14-digit FSSAI number.
How do I know which FSSAI tier I need?
It depends on your annual food turnover and activity. Import/export of food almost always needs a Central Licence; otherwise turnover decides Basic vs State vs Central. We map it for you.
Do importers and exporters of food need a Central Licence?
Yes. Import and export of food generally require a Central FSSAI Licence regardless of turnover.
How long is an FSSAI authorisation valid?
Any tier can be issued for 1 to 5 years (you choose and pay accordingly) and must be renewed before expiry.
Is an inspection required?
Basic Registration usually has none; State and Central licences often involve a physical inspection of the premises before grant.
Do all FBOs file FSSAI returns?
No. Mainly manufacturers and importers file the annual Form D1 (and some dairy units the half-yearly D2). Many small FBOs do not file returns.
What if I cross my tier's turnover limit?
You upgrade to the next tier — Basic to State, or State to Central. We handle the upgrade so you stay compliant.
