Every food business in India needs an FSSAI authorisation — but not the same one. Pick the wrong tier and you either overpay or, worse, operate non-compliant. Here is how the three tiers work.

FSSAI has three tiers based on turnover and activity: Basic Registration for the smallest food businesses, a State Licence for mid-sized operators, and a Central Licence for large operators, importers/exporters and specified central-list activities. All give you a 14-digit FSSAI number, but the documents, fees and process scale up.

Basic Registration

For the smallest food business operators (FBOs) below the prescribed turnover limit — petty manufacturers, small retailers, hawkers, home kitchens and small online sellers. It is the simplest tier: basic ID and premises proofs, a modest per-year fee, and usually no inspection.

State Licence

For mid-sized FBOs above the Basic limit but within the State threshold — many manufacturers, larger restaurants, caterers, distributors and storage units. It needs heavier documentation (Form B, premises layout, a food-safety management plan, machinery list) and often a physical inspection.

Central Licence

For large operators above the State threshold, and — regardless of turnover — for importers and exporters of food, e-commerce food operators at scale, and businesses in specified central-list categories (like certain manufacturers and 100% EOUs). It is the most document-heavy tier.

How to tell which applies

Validity and renewal

Every tier is issued for 1 to 5 years (you choose, and pay the corresponding fee) and must be renewed before expiry. Operating on a lapsed FSSAI is non-compliant.

Returns

Certain manufacturers and importers also file an annual return (Form D1), and some dairy units file a half-yearly Form D2 — a separate obligation from the licence itself.
